NGO "Digital Defenders Partners" is pleased to open the application process for the workshop "Highlighting the Conflict in Ukraine: Legal Aspects of Journalists’ Work and Security Recommendations". The workshop is aimed at investigative journalists covering the issues related to the conflict in Ukraine.

Workshop Agenda:

9:00-9:30 - Registration;

9:30-10:10 - Journalistic standards for highlighting socially important issues under international and national law;

10:10-10:40 - Journalist's work in conflict zones: international recommendations and Ukrainian legislation;

10:40-11:20 - Journalist's right to collect information about military facilities and that in conflict zones. Rules for journalist's accreditation in the zone of anti-terroristic operation (ATO);

11:20-11:50 - Potential violations of the journalist's rights and algorithm of actions in case of such violations;

11:50-12:10 - Coffee-break;

12:10-12:50 - Limits of freedom of expression in times of conflict and covering sensitive information;

12:50-13:20 - Legal risks for journalists working in the ATO zone and highlighting conflict;

13:20-14:00 - Practical aspects of the freedom of expression and journalist's safety (discussion of the cases related to obstruction of the journalists’ work and cases against journalists);

14:00-14:30 - Q&A session.

Trainers: 

Lyudmyla Pankratova, advocate, media-lawyer, media-trainer. In 2001-2002 completed advanced course for advocates on interpretation and application of the European Convention on Human Rights, organized by the Council of Europe, Interights and the National Union of Advocates of Ukraine. In 2000 and 2003 had an internship in the European Court of Human Rights (ECHR) in Strasbourg, cooperated with the Human Rights Bureau. In 2000-2001 – lawyer of the project for the protection of refugees run by the UN High Commissioner for Refugees. Later as a lawyer of the Program for Media Legal Protection and Education by IREX ProMedia conducted various trainings for journalists, lawyers and judges on the issues related to media law and international guarantees for the protection of free speech. Since 2007 is cooperating with the Regional Press Development Institute (RPDI), providing legal assistance to investigative journalist's in cases related to access to information and defamation, exercising pre-publishing expertise (including, for the investigations under the financial support of the Danish project SCOOP), conducting trainings and webinars. Represent's interests of the Ukrainian citizens in the ECHR. In 2010 won the cases of Gazeta Ukraina-Tsentr v. Ukraine, Petukhov v. Ukraine. 

Vira Krat, lawyer with more than 20 years of experience, head of the law firm "Legal Consulting and Practice", specializes on copyright and corporate law, advocates for the rights of journalist's and mass media since 1998. For a considerable period of time was providing legal assistance to (including, in big court cases) newspapers "Gazeta Po-Kievski", "Komsomolska Pravda in Ukraine", Internet-edition "lb.ua", including in a criminal case, initiated in June 2012 as to the violation of the privacy of correspondence of the member of parliament, in the case filed by A. Portnov on the protection of honour and dignity and violation of the presumption of innocence. Has been running 30 court cases related to the protection of А. Marusov, the owner of the web portal highlighting the activities of the Tender Chamber and its corruption procedures. All the cases were successful and created the court practice according to which web portal was recognized as mass media irrespective of not having the media registration certificate. In September 1998, had an internship under the program IREX ProMedia (New York, Washington, Warsaw). Since 1998 cooperated with the Program for Media Legal Protection and Education by IREX ProMedia, since 2011 – with the Regional Press Development Institute (RPDI).
